			<content:encoded><![CDATA[<p>In his latest letter to stakeholders, HMRC’s David Ellis has admitted that P46(car) forms were not processed from April of this year due to the ongoing problems with the National Insurance &amp; PAYE Service system (NPS) and the need to correct annual codes. A number of taxpayers had queried with HMRC why their code had not been amended once their employer had informed HMRC that they had been given, or had a car removed, since the start of this tax year.</p>
<p>HMRC have now confirmed that the backlog of forms has been cleared and new codes should be forthcoming. Remember that changes of car cannot be reported on P46(car) for this tax year, the taxpayer must make contact directly with HMRC to report a change of car and initiate any code review. Changes of car will not be reported by employers until P11Ds are submitted in July 2011. The validation will be changed back for the 2011/12 tax year so that employers can once again report new, removed and changed cars.</p>

			<content:encoded><![CDATA[<p>Do you know what makes me sad about the revelation that Dave Hartnett – permanent secretary for tax at HMRC &#8211; is the civil servant who holds the record for being treated to corporate hospitality over the last year (107 times we are told)? It’s not that he had the time to go out twice a week as well as help run HMRC, but that I’ve never been to an employer event that he has also been at to hear at first hand the concerns of the payroll profession who act as his army of unpaid tax collectors.</p>
<p>There is an impressive list in the Daily Telegraph of all the city firms whose hospitality he has enjoyed and of course they contribute lots of corporation tax and want to bend his ear on their concerns, but the payroll profession would also like the same opportunity – trouble is we only have conferences and user groups to invite him too and perhaps they don’t have the same cachet.</p>
<p>Perhaps next year his attendance at the IPP conference will be on the list revealed by the Government, albeit he might have to pay for himself!</p>

			<content:encoded><![CDATA[<p>Amongst the Bills announced yesterday in the Queen’s Speech was a Scotland Bill. Its aims as announced are:</p>
<ul>
<li>Strengthening the devolution settlement in Scotland.</li>
<li>Increasing the financial accountability of the Scottish Parliament.</li>
<li>Renewing the policy responsibility split between the UK and Scottish Parliament.</li>
<li>Improving the relationship between the UK Government and Scottish Ministers</li>
</ul>
<p>This may well see the Scottish parliament given further revenue raising powers and could see the subject of the Scottish variable rate of tax back on the agenda. For those employers with nationwide workforces this will be a big issue. It will also impact the software developers too as we will see tax codes prefixed with an &#8216;S&#8217; to indicate that the individual is classed as a scottish taxpayer. Originally, this was proposed to be determined by days of residence in Scotland in a tax year.</p>
<p>I think it’s time to revisit my old discussions with HM Revenue &amp; Customs on Scottish tax and also how the other recommendations of the Calman Commission, that this Bill is intending to implement, would impact on employers. Watch this space for an article that brings you up to speed</p>

			<content:encoded><![CDATA[<p>At a time of year when it is popular, often for very good reason, to outline the inefficiencies of HMRC and the problems associated with submitting tax returns, I wanted to outline a personal experience that showed things are not all bad.</p>
<p>To me it comes down to proper planning and submitting the return before the deadline.  My brother runs a tax practice and generally we don’t see him in January as he is working pretty much 24&#215;7 submitting returns for clients that don’t get their records to him in reasonable time.  Explaining to them the consequences of their actions is not always a comfortable experience!</p>
<p>Having confirmed my UTR in December (and having had to reapply for the password!) I pressed the submit button on Sunday 4th January at 14.33 and was somewhat amazed to see a small tax rebate in my bank account the following Friday 9th January.  Less than a week for processing the claim, confirming the rebate and getting this into my bank account is nothing short of excellent.</p>
<p>I wonder how many organisations pay their suppliers in less than a week of getting the invoice!</p>
